U.S. Customs and Border Protection (CBP) has a problem with abusive practices, both in border communities and throughout the country. We need to create accountability within CBP and establish robust and independent external oversight. Reform must include downsizing the 鈥渕ini industrial complex鈥� in border communities, which exists despite border communities鈥� exceptional safety and a 40-year low in migrant apprehensions. It should also contain measures to ensure CBP鈥檚 full compliance with national and international legal standards.
